Vinayak Damodar (Veer) Savarkar came to London as a recipient of the Shivaji Fellowship, instituted by Sardar Singh Rana. Tilak played an important role in persuading Savarkar to apply for the scholarship. Savarkar left India in June 1906. In London, he stayed at the India House. After he settled down, Savarkar established the Free India Society, in London, which was, infact, the recruiting wing of the Abhinav Bharat Society. It was modelled on the lines of Mazzini’s young Italy. Madam Cama also became a member of the Abhinav Bharat Society, and she actively started distributing revolutionary literature in support of the freedom struggle in India.

During his brief sojourn there he established a branch of the Association. Dadabhai found a ready forum for discussion on matters of interest to India. He read several papers before the forum; and participated in discussions on papers read by others. The first paper he read on May 2, 1867, was on ‘England’s Duties to India’, in which he mentioned India’s continuous loss of wealth and the urgent necessity of developing her resources with large investments. He also stressed on the need for natives to participate in the affairs of their own country.

Banerjee took the lead and aptly came to be known as ‘Father of the Nationalist Agitation of India’. This dismissed member of the service was destined to be popular among the pioneers of the national movement. Banerjee took to politics and journalism at the same time. In 1876, he founded the Indian Association in Calcutta with the objective of making it the centre of an all-India movement. Under the sponsorship of his Association, a national protest was organized. He undertook a whirlwind tour of northern India to demand more favourable Civil Services regulations.
