S. The report issued in 1978 thus was tainted to begin with since it became part of a Republican plan to undermine an educational policy developed and supported by Democrats. The AIR Report, as noted above, indicated that bilingual education did not appear to be having a consistently significant impact on student achievement in English language arts, math, or English reading, and in some cases, was having a negative result on LEP children. The proponents of bilingual education quickly wrote critical responses to this report.
