As President of the International Union of Theoretical and Applied Mechanics, my presence at this International Congress would be decorative rather than functional. I therefore much appreciate the invitation to function in a more active capacity this morning and to speak in the name of the International Committee. This remarkable body was founded in 1924long before UNO and UNESCO or ICSU were in existence. Entirely independent of political, governmental or national control or support, it was and it remains a free association of men of science active in applied mechanics -an association which successfully survived the divisive results of World War II and which founded the International Union of Theoretical and Applied Mechanics in 1946.
